As brothers are moved by God with a desire to shepherd His flock they are to inspected by the congregation and Elders to make sure they are Scripturally qualified (character etc.)for the position of an elder in the first place; if so, they are taken before the congregation then after some time of prayer and fasting they elect their new elders.
